Warrant/Gun Arrests
Bloomington, IL - On Wednesday, June 7, 2023, at approximately 11:30 a.m., Tovante Starnes was arrested in St. Petersburg, Florida on a McLean County, Illinois warrant related to the shooting of a juvenile female (17). The shooting took place on May 11, 2023, in the 1800 block of East Empire Street in Bloomington where the female sustained serious, but non-life-threatening injuries. Starnes was wanted on a $500,000 warrant for an Aggravated Discharge of a Firearm. Starnes was apprehended in coordination with NPD's liaison with the Great Lakes Regional Fugitive Task Force (GLRFTF) and the Florida Caribbean Regional Fugitive Task Force.

-AGG UUW/PERSON/<21 - 720 ILCS 5/24-1.6(a)(2)

Chief Jamal Simington added, "It is very unfortunate the victim of this incident will forever be marked by the pain and stress after being shot. I applaud the efforts of our patrol officers and detectives, Normal Police Department, the GLRFTF, and the Florida law enforcement agencies, along with BFD paramedics who were involved in the response and criminal investigation. I'm glad we are able to bring the alleged offender before the court while in pursuit of justice for the victim and her family."
