The Bloomington Police Department offers an Officer Hireback Program, which allows community organizations, businesses, and event organizers to hire off-duty police officers for security and safety services.

Through this program, officers provide a visible law enforcement presence at community events, private functions, or other approved activities. When participating in the program, officers are considered “on duty,” meaning they remain under department supervision, follow all BPD policies, and are fully covered for pay and benefits.

How It Works

  • A group, business, or organization submits an application to the Police Department describing the type of event, number of officers needed, and hours requested.

  • The request is reviewed by the Chief of Police (or designee).

  • Once approved, the City of Bloomington and the hiring entity enter into a contract. Payment is made directly to the City, not to individual officers.

  • The Police Department then assigns officers to the event. Depending on the size and nature of the event, supervisors may also be required.

Benefits of the Program

  • Enhanced Safety: Officers provide security, traffic control, and rapid response if needed.

  • Professional Standards: Officers are in uniform (unless otherwise approved) and remain accountable to BPD rules and supervision.

  • Flexibility: Services can be tailored to the size and scope of the event.

Common Uses

  • Community festivals and parades

  • Sporting events or concerts

  • Business-sponsored gatherings

  • Traffic or crowd control for special events

Important Notes

  • Not all requests will be approved; the Police Department reserves the right to decline applications that are inappropriate or pose safety concerns.

  • Emergencies and unforeseen police needs may take priority over contractual jobs.

  • All scheduling, oversight, and billing are handled through the Police Department, not individual officers.
