The mission of the Office of Professional Standards is to promote public confidence in the Bloomington Police Department by investigating complaints and allegations of misconduct, ensuring fair and impartial investigations, and recommending corrective actions when necessary. OPS works to ensure that all officers adhere to the department's policies, procedures, and ethical standards, while protecting the rights of the community and law enforcement personnel.

Complaint Investigation
OPS investigates allegations of police misconduct or policy violations. These complaints may come from community members, department members, or other stakeholders. All complaints are taken seriously and reviewed thoroughly.

Internal Affairs
The Office of Professional Standards manages internal affairs investigations into officer conduct, including allegations of excessive use of force, dishonesty, discrimination, abuse of power, and other forms of misconduct.

Ensuring Accountability
OPS works to maintain accountability by investigating and documenting complaints, recommending disciplinary actions when appropriate, and ensuring that corrective measures are taken to prevent future incidents of misconduct.

Public Transparency
OPS plays a key role in maintaining transparency by providing updates on investigations to the Public Safety Community Relations Board and ensuring the department’s actions are consistent with community expectations of fairness and professionalism.

Training and Policy Review
OPS assists in the review of department policies and procedures, ensuring they align with best practices in law enforcement and promote ethical and professional conduct. It also helps to identify areas for improvement and recommends training to better serve the community.

OPS investigates a wide range of complaints, including, but not limited to:

Excessive Force: Allegations that an officer used more force than necessary to handle a situation.

Discrimination or Harassment: Claims of discrimination or biased treatment based on race, ethnicity, gender, or other personal characteristics.

Unprofessional Conduct: Behavior that violates departmental policies, including misconduct, abuse of power, or failure to follow procedures.

Misuse of Department Resources: Allegations that officers have misused their position, equipment, or time for personal gain.
